Current Trends Report

Over 200 citizens’ assemblies and juries on aspects of the climate and ecological crisis (or “climate assemblies” for short) have taken place across Europe, with close to twenty at national level.

But do they work? Do climate assemblies improve policy and climate action? Do they lead to wider acceptance amongst the public for sustained action on climate? The answer is these questions are not straightforward, but we are now in a much better position to give more nuanced and evidence-based answers than five years ago.

It's the first of its kind to focus on government responses to biodiversity loss, and is paralleled by the pioneering Children's and Young People's Assembly, which made a significant contribution to the process.

In this KNOCA Learning Call, we looked at why three of the UK's largest charities initiated a People's Assembly and the National Conversation that accompanied it. Learning Call Luxembourg's Climate Assembly

The Klima-Biergerrot (KBR) – the Luxembourg Climate Citizens’ Assembly – was commissioned in 2022 with the explicit intention of influencing the revision of the National Energy and Climate Plan (NECP). This was the first climate assembly that was so clearly tied to a specific policy making process.

Workshop: Re-Evaluating the Impact Evaluation Framework

This workshop critically examined the effectiveness of the Impact Evaluation Framework 1.0 since its inception. We reviewed its application in different settings and considered feedback from numerous KNOCA members with expertise in evaluation. This framework, developed in early 2022 by the Centre for Climate Change and Social Transformations (CAST) in collaboration with the Knowledge Network on Climate Assemblies (KNOCA), was designed to capture the diversity of impacts and support better impact evaluation.

Learning Call on the Polish Citizens' Assembly

The Polish Citizens’ Assembly on Energy Costs took place in October and November 2022, organised independently by the Shipyard Foundation in partnership with the Copernicus Science Center and Polish Academy of Science. This learning call, with organisers and observers of the assembly, considered its objectives, design and impact, including the numerous local civic councils that were organised beforehand to feed into the process.

Workshop on Inclusion and Disadvantage

The use of random selection and facilitated deliberation is assumed to generate high levels of equity and inclusion. Certainly, the participants in climate assemblies (and other deliberative mini-publics) are more diverse than most other political institutions. But do elements of climate assembly practice lead to disadvantages for particular social groups? Do we need to look more closely at the design and practice of climate assemblies through the lens of equity and inclusion?

KNOCA is focusing on the critical yet often overlooked aspect of communication in climate assembly practice, as highlighted in their "Key drivers of impact" project. They have initiated a new project to assess communication strategies within these assemblies, reviewing various activities and resources used. Learning Call on Spain’s Citizens’ Assembly

In June 2022, after 6 weekends of learning and deliberation, the Spanish Citizens’ Assembly for the Climate handed over 172 recommendations to the Prime Minister and Vice Prime Minister. This learning interrogated the motivation, task, organisation and impact to date of the Spanish Climate Assembly, drawing out innovations in practice and lessons for future practice.

Learning Call on the Austrian Climate Assembly

In July 2022, after 6 weekends of learning and deliberation, the Austrian Citizens’ Climate Assembly (Klimarat) published its final report with 93 recommendations in response to the task of proposing measures to achieve climate neutrality by 2040. This learning call interrogated the motivation, task, organisation and impact to date of the Austrian Climate Assembly, drawing out innovations and lessons for future practice.

Can backcasting and scenario planning be used within the framework of climate assemblies? If so, what could the process look like? Would it bring new perspectives and recommendations from the assemblies? In this workshop we explored how methods of backcasting and scenario-based planning can be integrated within climate assemblies – and, equally, how climate assemblies might be integrated within backcasting and scenario-based planning processes.

KNOCA at COP27: Governance Innovation on Public Engagement

On November 11, 2022, KNOCA co-hosted a session titled “Governance Innovation on Public Engagement: Learnings from Citizens Assemblies” as part of the Climate Law and Governance Day at COP27. This event, which was part of the UNFCCC 27th Conference of the Parties (COP), took place entirely online. The session, in collaboration with the Grantham Research Institute, LSE, explored the impact and lessons learned from national and global citizens assemblies in advancing climate action.

The legitimacy of deliberative mini-publics, such as climate assemblies, partly depends on the trust policymakers, stakeholders, and the wider public have in the decisions made about their design and implementation. The form and quality of governance structures is critical.

Learning Call on Finland’s Citizens’ Jury

Finland’s Citizens’ Jury on Climate Action took place in April 2021. It differs from climate assemblies in a number of ways, including its size, duration and remit. The Jury took place over two-and-a-half days and involved 33 randomly-selected citizens. They were charged with assessing the fairness and impact of 14 potential measures to be included in the new national medium-term Climate Change Policy Plan.

WE NEED TO TALK ABOUT CLIMATE

The book explores the variety of climate assemblies that have taken place so far at local, national and international levels and explains why they have captured the imagination of governments and activists alike. It examines the different contexts and designs of climate assemblies and assesses their impact. Drawing lessons from current practice, the book demonstrates how assemblies can take us beyond the shortcomings of electoral and partisan politics and how they can have a real and lasting impact on climate policy and politics.
