A working group of the council has set to work with the task of further elaborating the process of a citizens’ council and the choices to be made, such as the demarcation of the playing field and frameworks. It now comes down to the fact that an Environmental Vision 1.0 will be adopted, policy-neutral and that a Citizens’ Council will be set up for its actual implementation that will propose the ‘values’ of the areas in the municipalities in order to arrive at a value map.

This mini-public was the first of its kind in Vorarlberg. It was bottom-up initiated by a group/network of people focusing on soil and land. They collected almost 1400 signatures (1000 needed), handed it to the regional government, which then had to commission a mini-public (Bürgerrat) on this topic. The organization was handed to the the “Büro für Zukunftsfragen” and the department “Raumplanung und Baurecht” – in consultation with the initiating group. Thus, professional facilitation for the 27 randomly selected citizens (representative criteria based) was guaranteed (dynamic facilitation as key method). Two key questions were at the center of this mini-public: How can a diligent and forward-looking handling of land and soil look like? How can future generations find a healthy and sustainable living space as well, which satisfies todays’ needs? A set of recommendations was created (consultative process), focusing on what citizens think is needed for the future planning on soil and land. Although many suggestions were formulated in the end, they can summarized in three clusters: (1) affordable housing, (2) keep natural space and (3) agriculture. Eventually, these recommendations were presented at a Bürgercafé (Citizens Café) in front of politicians and citizens and afterwards discussed for further implementation within a “stakeholder meeting” (Resonanzgruppe), including politicians, citizens, initiators of the mini-public, participants of the mini-public, stakeholders and civil servants.

Because the members of the citizens’ assembly will be changed every year, more and more Brussels citizens will thus be involved in Brussels’ climate policy every year.

This is a great first for the canton of Geneva. Initiated and led by the Department of Territory, the Citizen Forum is implemented by a team from the University of Geneva coordinated by Professor Nenad Stojanović.

The Citizens’ Conference on Climate discusses how to realize a decarbonized society with virtually zero greenhouse gas emissions, etc., among ordinary citizens selected by lottery, etc., and utilizes the results in national and local government policies. This conference, which has been spreading in Europe and other countries since around 2019, was the first in Japan to hold the “Citizens’ Conference on Climate 2020” from November to December 11. We conducted a trial as a practical research (action research) to explore the possibility of a climate citizens’ conference on how it can be applied to efforts toward the realization of a decarbonized society in Japan.
At the Citizens’ Conference on Climate Sapporo 2020, 16 people were randomly selected from among approximately 172.20 million Sapporo citizens aged 4 and over so that their age and gender would approach the composition of Sapporo City as a whole. The selected citizens participated in a conference on the theme of “How should Sapporo realize the transition to a decarbonized society?” online four times for 16 hours.

Based on the discussions at the conference, the city will create the Musashino Citizens’ Action Plan for Overcoming the Climate Crisis (tentative name), which indicates the environmentally conscious actions of each citizen.
Oxford: Citizens' Jury on the impact of travel on health and climate change in Oxford

A small team at the University of Oxford organised a Citizens’ Jury to help answer important questions about how people can travel where they need to in Oxford in a climate-friendly way that promotes health.
Traffic and travel have an impact on people’s health and climate change, but it can be difficult to find transport policy solutions that work for everyone. All voices need to be heard on this issue, and citizens’ juries are a tried and tested, inclusive and balanced method that help communities solve local problems.
The aim was to create an opportunity for local residents to understand each other’s views and experiences, and to reach decisions that people can agree on about how to make Oxford an inclusive, fair and safe place to move around in ways that are good for people’s health and the environment. We hope it will help to deepen democracy and empower local people.

The climate crisis affects everyone. The City of Vienna had therefore launched the project “Vienna Climate Team”. For the districts of Margareten, Simmering and Ottakring, all residents were called upon to contribute their climate protection ideas. Randomly selected citizen juries decided in November 2022 which project ideas should be implemented in their districts. Condition: Each idea must have a positive climate impact and be able to be implemented by the City of Vienna within two years.
With the Vienna Climate Team, the City of Vienna says it was breaking new ground in participation and cooperation: “Viennese can directly help shape their living environment and put their ideas into practice together with politicians and administrators. All participants pull together and learn from each other. The Vienna Climate Team thus sets an example for joint action, which we so urgently need in the fight against the climate crisis,” it says on the city’s website.

Many of the actions defined by the Sustainable Energy and Climate Action Plan directly concern citizens, who through their homes, travel and consumption account for more than half of our territory’s greenhouse gas emissions.
The steering committee therefore expressed the need for an external citizen perspective in order to improve and prioritize the project sheets as well as to identify what can help citizens implement certain actions or what prevents them from doing so. He therefore called on the SEED team at ULg to co-construct a process of citizen deliberation around energy and climate. This process led to the constitution of a panel of 20 citizens, through a rectified draw, which met during 4 evening workshops to discuss their practices in terms of mobility, housing and consumption. The intention behind the draw was to bring together citizens with various socio-demographic profiles, who were not accustomed to participatory bodies: 2004 citizens were drawn at random respecting a balance in terms of age, gender and location (city / villages).

If the municipality commits itself to its own buildings, it will not be possible to achieve the objectives without strong support from the population, hence the idea of setting up a citizen panel.

Bologna’s Citizens’ Assembly is a democratic instrument that aims to directly involve a sample of citizens, randomly drawn, to help propose and implement municipal policies. The Assembly is deliberative, i.e. it is based on a method of dialogue and argumentation between the participants. It is convened at most once a year, temporarily, on a particularly important issue, which falls within the competence of the Municipality of Bologna. This year, the Assembly will discuss climate change.
The Assembly consists of 100 members. 80 of these are people over 16 years old residing in the Municipality of Bologna, selected by random stratified sampling. The Assembly also welcomes 20 “city users”, i.e. people who regularly frequent the city, but are not residents: 10 university students from the University of Bologna and 10 subscribers to public transport.
The Assembly must define proposals and recommendations to make Bologna a solar, renewable and sustainable city, accelerating the just energy transition, towards a model based on the reduction of energy consumption, energy efficiency, production and use of renewable energy, individual and collective self-consumption, energy communities.
In particular, the Assembly is working on three questions:
1. How to promote an energy transition of the city starting from the sectors with the most impactful climate-changing emissions, while guaranteeing the principle of equity and climate justice and combating the phenomena of poverty and marginalization?
2. How can institutions and citizens face and contain the main climatic risks of the city (heat islands, extreme weather events, floods, droughts, etc.)?
3. What are any obstacles found in the rules, services and regulations of municipal competence to the achievement of these objectives and possible improvements and innovations?

The Municipality of Milan adopted (February 2022) the Air and Climate Plan – PAC, a strategic tool to protect health and the environment, aimed at reducing air pollution and responding to the climate emergency. The PAC consists of a package of 49 actions, one of which provides for the activation of a Permanent Citizens’ Assembly on Climate (Action 5.1.4), a participatory institution composed of a representative sample of 90 Milanese citizens, drawn by lots.
The Citizens’ Assembly officially kicked off on December 3rd 2022 with its first plenary meeting, which saw the participation of 45 citizens from all over the Municipality. Another 45 citizens were added in the month of March 2023, to reach the complete composition of 90 members. The Citizens’ Assembly will accompany the implementation of the Air and Climate Plan for all its duration (i.e. until 2030), in close relationship with the municipal administration.

In Barcelona, Spain, a citizens’ assembly collected ideas on how to solve the climate crisis from September 2022 to January 2023. 100 randomly selected people from 16 to 75 had the task of answering the question of what the city can do to address the climate crisis without increasing social inequalities.
The climate assembly addressed the climate emergency for the city of Barcelona as a whole, but the proposals developed could also relate to a neighbourhood or district. The content was about energy, mobility, air quality as well as the current consumption model and the resulting waste.

The Government of Catalonia (Generalitat) has announced that it will establish a new body called Citizens’ Assembly for Climate with the express purpose of making the drafting of environmental policy more direct, participatory and democratic.
The Assembly, which is expected to be ready to meet in the first trimester of 2023, will have the role of generating ideas on how to tackle climate change. These ideas will be submitted to the executive branch, which will then pass them on to the regional parliament to debate whether to adopt them as laws.

And this is happening across Europe in the form of these “citizens’ councils on climate change”.
Governor Arno Kompatscher recently announced the establishment of a state-wide citizens’ council on the subject of climate change. Now Mayor Caramaschi also accepted our proposal for the establishment of a so-called citizens’ council on the subject of climate change on February 2nd in the Bolzano municipal council. The organizational model for this citizen participation is currently being worked out.

North of England: Social Housing Tenants’ Climate Jury

The Jury has worked over 30 hours, and ten weeks, to produce a set of recommendations to the sector; their views as social housing tenants as to how to answer the question “how can tenants, social housing providers, and others work together to tackle climate change in our homes and neighbourhoods?”
Tackling climate change is as much a tenant engagement consideration as an asset management issue, and central to answering this question was how the process of decarbonising homes can be as much as possible made a collaborative effort between landlord and tenant.
The process was designed and facilitated by the social enterprise Shared Future. The report explains the process followed and, in their own words, the Jury’s conclusion responding to the Jury question in the form of a statement and, of course, their recommendations.
The Social Housing Tenants’ Climate Jury was commissioned by the Northern Housing Consortium in partnership with five housing associations: First Choice Homes Oldham, Karbon Homes, Salix Homes, Thirteen Group, and Yorkshire Housing.

Birmingham: A citizens’ panel on home energy decarbonisation

This project, a collaboration between Lancaster University and the Climate Change
Committee (CCC), brought together a citizens’ panel to develop policies to support UK
owner-occupiers to decarbonise their homes in line with the UK’s statutory target of net
zero emissions by 2050.
The question used to guide the panel’s work was:
“What needs to happen to bring home energy use in line with the need to tackle climate
change?’”
Participants spent 25 hours over seven sessions, both online and in person, learning
about the policy area and working with CCC analysts to design solutions they thought

In March 2022, the council meeting in Neumünster decided to set up a climate citizens’ assembly as a new form of citizen participation as part of a model project. The Climate Assembly is supported by the nexus Institute, which specialises in citizen participation projects.
The Climate Assembly took place in two non-public meetings. In the first meeting on 19 November 2022, the 30 Neumünster residents who are members of the Climate Citizens’ Assembly dealt with the topic of “parking space use”.
The second session in January 2023 dealt with the topic of “Sustainable use of land”. The two meetings were not open to the public.

In the German city of Erlangen, a citizens’ jury together with a group of stakeholders has developed a climate policy roadmap. Of the 41 proposed measures, 14 are to be initially prioritised in 2023. This was decided by the city council on 27 October 2022.
The city of Erlangen has set itself the goal of meeting the 1.5°C climate target on its own city territory. Erlangen is to become net-zero before 2030, i.e. not to emit more climate-damaging gases into the atmosphere than are absorbed by forests on the city’s territory, for example. Therefore, the administration wants to concentrate first on the results of citizen participation, which promise a fast and high reduction of carbon emissions and motivate other actors within the city society to act.

Adapting public space for people with disabilities, modernising urban lighting to reduce its ecological footprint, installing reflective strips along bike lanes to make bikes easier to see at night, making the Petite Ceinture more accessible and capping more parts of the ring road – these are some of 30 recommendations made by a citizens’ assembly on climate-friendly urban development in Paris, presented on 10 November 2020.
The mayor of Paris, Anne Hidalgo, had created the citizens’ assembly in order to equip the French capital with a climate-friendly urban development plan with its help. This lengthy process was launched in September 2020 and is expected to be completed by 2024. The plan is to add an important piece to the Paris climate protection rule puzzle with the “local climate urban development plan”.

Achieving emission reductions in transport in Uusimaa requires more functional public transport throughout the region, the citizens’ jury estimates. The jury considers that the private car is essential for many people outside population centres, and emphasises the electrification of motoring as a necessary part of the sustainability transformation of transport.
These and many other recommendations were the result of a citizens’ discussion organised by the Helsinki-Uusimaa Regional Council, the Finnish Environment Institute and the University of Turku to consider climate solutions for transport. The results of the discussions have been summarised in a written statement that was handed over to the Helsinki-Uusimaa Regional Council on May 5th.

A 56-member citizens’ reference panel commissioned by the City of Edmonton to weigh in on the development of an energy transition plan. The recommendations of the panel were accepted by the administration and integrated into the final Energy Transition Strategy.
From October to December, 2012, 56 Edmontonians gathered to deliberate about climate change and energy vulnerability in a municipal policy making context. The Panel worked together over six day-long sessions. The Session Reports give a day-by-day overview of main deliberation activities.
Panelists heard from City representatives, industry, and university experts, and took part in facilitated exercises to help them identify common ground. Citizens drew upon an expert-developed Energy Transition Discussion Paper in developing recommendations for the City’s consideration. At the end of the five-sessions, members were assigned specific post-panel deliverables (media requests, supply purchases, publicity, and meeting attendance, etc.) to bring the conclusions they reached in meeting to the rest of the community.
The Panel’s Final Report was completed in January 2013 and presented to City Council’s Executive Committee on April 15th, 2013.

More than 150 young people discussed how the Republic of Ireland can tackle global warming as they attended the country’s first Youth Assembly on climate change. The delegates were aged between 10 and 17 and met in the Dáil (Irish parliament) on Friday. The matters discussed ranged from the environment, economics and food to power and education. It resulted in 10 recommendations to be put to politicians.
“We, the youth of Ireland, call on our elected representatives and on adults to listen,” their statement began.
County Donegal delegate Conal O’Boyle, 17, told the assembly that children were united behind the science that proves that we are in the “fast lane to a climate breakdown”.
He said members of the Dáil had “embarrassed this country on an international level when it comes to climate action”.

Starting in 2019 Lisbon City Council’s first ever ‘green’ PB, an initiative supported and managed by South Pole and EIT ClimateKIC’s City Finance Lab, has been allocated a €5 million budget to support climate change mitigation and adaptation projects selected by local citizens.
Part of Lisbon City’s wider participatory budget, it sets aside funds for projects with positive climate change mitigation and adaptation impacts, such as cycling lanes, tree planting for street heat reduction, or water capture and storage. The impact of the ‘green’ participatory budget is designed to be two-fold; ensuring constant annual investments into the city’s low-carbon transition, whilst also raising awareness among citizens of the benefits of climate change mitigation and adaptation projects.

All citizens, aged 16 or over, are invited to sign up to participate in a day of debate and construction of proposals for Lisbon around a specific theme, which will be announced before the day.
Throughout the year, there will be several debate days with different themes, in which citizens will have the opportunity to participate.
As it is not possible to have everyone present in the debate, 50 citizens will be selected by independent and impartial entities. The lottery gives everyone exactly the same opportunity to participate. A citizens’ assembly hosted by Hackney Council on 3 March will mark the next step of engagement with local residents on plans to tackle the climate crisis over the next 20 years.
The assembly follows a green recovery engagement event in the autumn, and will feature a group of residents drawn from the Council’s Hackney Matters panel – aimed at being as representative as possible to reflect the diverse interests of residents.
Participants will first hear about the makeup of emissions in Hackney, before exploring how residents and the Council can work together to reduce emissions in areas where they can have a significant impact on climate change, such as the things we buy – like food, clothes and electricals – and the heating and electricity used in homes.
Glasgow COP 26 Citizens assembly

Glasgow City Council has therefore commissioned Ipsos MORI to deliver a Citizens’ Assembly.
Ipsos MORI designed and facilitated a Citizens’ Assembly with 50 participants focusing on the legacy of COP26 and Glasgow’s transition towards net zero. They were also able to assess and propose concrete measures to turn this investment into jobs in the framework of the European ecological transition. The citizen council consists of 120 people. In four sessions, the citizens’ council will discuss, among other things, the following questions: What should and must Munich look like in the future? Where should green and open spaces be preserved, created and networked? How and on what paths do we want to move forward? Where should flats be built in the future? And how do we shape our city in the face of climate change?

Consultations and surveys commissioned by Ministry isolated the most controversial climate policy issues that directly affect consumers. Jury asked to consider 14 related policy proposals and produce a statement commenting on each action. The jurors were introduced to the each topic and formulated questions for the experts. The jurors then deliberated in 5 small groups, engaging in an iterative process of drafting text for a declaration on the fairness and impact of each climate action, which was then passed on to next group to review and redraft. Experts commented on draft statements as part of review process. The whole Jury discussed and voted on controversial parts of the statement where consensus was not achieved. Finally, the jury voted to adopt the statement. Structure of the Jury influenced by the Citizens’ Initiative Review format.

Six regional workshops held during in late March and early April 2007. The workshops were designed to reach 28 -29 people each from a range of urban and rural locations: a maximum total of 174 participants. Participants were recruited to provide a demographically representative sample of the region in terms of age, gender, black and minority ethnic and socio-economic status, and a range of consumer typologies based on attitudes and behaviour on climate change. The workshops were held in Bristol, Birmingham, London, Newcastle, Nottingham and Manchester. Each workshop ran for three hours in the evening (6.30pm to 9.30pm). A reconvened event (the Citizens’ Summit) to which all participants in the regional workshops were invited; 152 public participants attended.It built on the process and outputs from the regional workshops, and the same participants were invited.The public engagement programme was designed, as part of the draft Climate Change Bill consultation process, to: (1) help government design policy to maximise positive individual behaviour on climate change (2) drive awareness, information and debate on climate change.

After having adopted a landscape plan, including territorial safeguards, the Region of Tuscany intended to have a public debate with citizens and professional, scientific, and field experts before final approval of the plan, on the basis of their participatory laws (L.R.69/2007). The Town Meeting took place on February 6th, 2010. It was a milestone along a road which concluded on February 19th, 2010 with the “General States of Landscape” in which the results of this experience were discussed. The work of the Town Meeting day was elaborated on in a report. The February 6th 2010 Town Meeting took place in five places simultaneously which constituted important locations, from the point of view of the Tuscan landscape: Castelnuovo Berardenga; Cortona; Orbetello; Piombino; Prato. They debates centered around two principal themes: (1) which are the most important characteristics of a landscape? that is, which should be protected or, when they disappear or are damaged, should be reconstructed? (2) what needs to happen to preserve (or rebuild) the Tuscan landscape’s quality?

Skånepanelen is a citizen panel and an online survey where citizens in the region are consulted every year on issues related to health care, regional development and climate issues. The purpose is to gain greater insight into citizens’ knowledge, expectations and attitudes on public services provided by the region. The panel was organized by the region of Skåne and was first used in 2013 and in 2018 it consisted of 3000 participants (the number varies year to year, between 3000 and 5000 participants). Participants (referred to as “Members of the citizen panel”) is selected randomly but must be residents in Skåne and at least 16 years old. Skånepanelen is claimed to be the largest citizen panel in Sweden. Response rate vary between 73-87 per cent. The survey is often combined with focus groups and face-to-face meetings with citizens and, thus, part of a broader strategic initiative “Open Skåne 2030”, to include citizens in the policy making process

A citizens’ jury consists of members of the public that come together to deliberate and make recommendations on a particular issue, in this case climate change.

At the end of their discussions, 168 recommendations for reducing GHGs were adopted.
